The Doctor, Kent, and Astrid seek definitive proof of Salamander's villainy while evading capture, as Salamander manipulates underground survivors with promises of a return to the surface he secretly controls.

In a world threatened by natural disasters orchestrated by the enigmatic Salamander, the Doctor, along with Giles Kent and Astrid Ferrier, race against time to expose his evil machinations. The episode opens with the Doctor and Kent anxiously awaiting Astrid's return, their hideout compromised by Salamander's forces. Astrid returns reporting about Denes' death, a fatal casualty in their fight against Salamander. She brings Fariah, Salamander's food taster, who claims to seek revenge against Salamander, as she was blackmailed to his services. Fariah provides a crucial piece of evidence: Fedorin's file, detailing Salamander's embezzlement schemes.

As Benik's security forces close in, ordered to shoot on sight, the group seeks escape. Kent's plan to use a ventilator shaft forces them to split up. Fariah, separated from the others, is shot by a guard.

Meanwhile, Salamander, hidden in an underground bunker, manipulates a community of survivors. He promises them a return to the surface while secretly exploiting them to create artificial disasters that further his control.

Benik presents Fedorin's dossier to Salamander, thinking it proves something against Giles Kent; While Bruce, another of Salamander's henchmen expresses worry about Salamander locking himself in the records room. Salamander then descends to an underground bunker wherein he lies to the survivors that the surface is still inhabitable in order to keep them underground working for him.

The survivors are desperate to return to the surface, especially Colin, who confronts Salamander about it; meanwhile Salamander continues using wine and manipulating promises to keep their hopes alive. He insists that the disasters are necessary tools to combat the "enemies of truth and freedom." Colin voices his frustration, leading to a tense exchange. Salamander, however, remains evasive, promising eventual restoration to the surface when it is safe, continuing his manipulation.

The episode culminates with the Doctor, Astrid, and Kent now wanted and on the run, seeking a way to find the evidence they need to expose Salamander. Salamander retreats further into his subterfuge claiming radiation contamination, reinforcing his control over the underground community, and highlighting his absolute power.

Unbeknownst to them, Salamander descends in a private capsule to a hidden underground bunker, where he maintains a community of survivors. Adopting a guise of weary heroism, Salamander feigns recent exposure to surface radiation, using a chattering Geiger counter to reinforce his fabricated narrative of danger. He manipulates the desperate survivors with promises of newly discovered food and an eventual return to the surface, while secretly exploiting them to create artificial disasters that further his control. Colin, one of the survivors, confronts Salamander, voicing the community's profound frustration and desperation to escape their subterranean prison.
