On the planet of Lobos, Madeleine Issigri finds her mining operation spiraling out of control as her partner, Caven, escalates their activities into full-blown space piracy and murder. The Doctor, along with Jamie, Zoe, and Milo Clancey, become entangled in the conflict when they uncover Caven's illegal activities. Caven, a ruthless and power-hungry criminal, seeks to eliminate any obstacles to his plans, including the Doctor and his companions, as well as Milo Clancey, who was once associated with the operation. Simultaneously, General Hermack of the Space Corps investigates the suspicious activity on Lobos, following leads related to stolen beacon sections. Hermack's pursuit puts pressure on Caven, forcing him to take increasingly drastic measures to cover his tracks.
As the Doctor and his friends are imprisoned in Dom Issigri's old study, they unexpectedly discover Dom himself, held captive by Caven for years. Milo is shocked that his business partner's own daughter would allow him to be held prisoner. Meanwhile, Madeleine, increasingly conflicted by Caven's brutality, attempts to alert the Space Corps to the danger, but Caven intercepts her communication. Caven plans to eliminate Clancey and his friends by rigging Clancey's old ship, the Liz, with remote controls and a faulty oxygen system, intending to present their deaths as a space accident to the Space Corps.
The Doctor, using his ingenuity, devises a plan to escape from the study, creating a diversion that allows them to overpower the guards. As they flee towards the old freighter dock, Caven orders his men to let them proceed, planning to activate the remote control once they are in space. Madeleine is horrified to discover that her own father is with them but is unable to stop Caven. The Doctor becomes separated from Jamie and Zoe, and Milo, Dom, and the Doctor find themselves aboard the Liz. The Doctor returns to find Jamie and Zoe, causing the Liz to launch without him, Milo, or Dom. As the V-Ship approaches, Caven orders the launch of the Liz.
