Act 1

The episode commences with the Doctor's predicament, revealing his capture and confinement within an alien diving bell at the Sea Devils' underwater base. A Sea Devil leader articulates their ancient claim to Earth, recounting their history as the planet's original inhabitants before humanity's rise. The Doctor immediately attempts to broker peace, cautioning against the catastrophic outcomes of war, but the malevolent Master swiftly intervenes, actively cultivating distrust and branding the Doctor a "deadly enemy." Concurrently, the self-important and aggressive Parliamentary Private Secretary, Walker, makes his entrance at the naval base. He wastes no time in asserting his absolute authority, brushing aside Captain Hart's legitimate concerns regarding missing submarine personnel and the Doctor's unknown fate. Walker, firmly convinced of the necessity for immediate and forceful action, unilaterally orders a full-scale military assault on the Sea Devils' stronghold. He overrides all objections from Captain Hart and Jo, prioritizing swift retaliation above any diplomatic overtures or potential for peaceful resolution. Walker's unyielding determination to launch this military strike, despite the inherent dangers to the missing submarine crew and the Doctor, firmly establishes the central ideological conflict between his insular, aggressive stance and the Doctor's persistent diplomatic efforts. This decisive order functions as the inciting incident, propelling the narrative into direct confrontation and setting the high stakes for the impending conflict. The act concludes with the human task force preparing to execute Walker's command, effectively nullifying the initial attempts at peaceful engagement.

Act 2

The human task force initiates the attack, launching depth charges against the Sea Devils' base. The Master capitalizes on the chaos, manipulating the Sea Devil leader by presenting the attack as proof of human treachery, thereby turning the Sea Devil against the Doctor. Under orders for execution, the Doctor makes a desperate escape, narrowly avoiding death. The Master, however, then advises the Sea Devil to feign defeat, convincing the humans their attack succeeded, to buy time for the Sea Devils' full revival. Back at the human base, the Admiral reports seeing dead reptiles, leading Captain Hart to persuade Walker to call off the attack, citing the unnecessary endangerment of naval personnel. Meanwhile, the Master reveals his true agenda to the Sea Devil: to attack the human base for electronic equipment needed to repair their hibernation unit. Simultaneously, the Doctor, having escaped the Sea Devil's immediate clutches, discovers the captured submarine's First Officer and another crewman. He liberates them, learns the submarine remains operational but trapped, and leads a perilous mission to reclaim it. A tense sequence follows as the Doctor and the submarine crew board the vessel, overcome a Sea Devil guard through a clever ruse and a swift kill, and attempt to escape. They encounter a formidable force field, which traps the submarine. The Doctor, demonstrating quick thinking, directs the crew to fire torpedoes at the cave wall, blasting them free and allowing the submarine to surface, successfully returning them to the human base.

Act 3

Upon his return to the human naval base, the Doctor immediately confronts Walker, directly challenging his disastrous military strategy. The Doctor highlights Walker's failure to achieve destruction, emphasizing that the attack only enraged the Sea Devils, making them "very, very angry." Unmoved by the Doctor's arguments and the clear failure of his initial strategy, Walker escalates the conflict dramatically. He announces his intention to seek approval for an immediate attack using nuclear weapons, raising the stakes to an existential level. The Doctor vehemently opposes this, arguing such an act would be tantamount to murder and appealing to Walker to consider sharing the planet with the Sea Devils. Recognizing Walker's stubbornness, the Doctor employs a clever psychological tactic: he appeals to Walker's ego, suggesting Walker could become known as "Walker the peacemaker" rather than the instigator of a full-scale war. This strategic appeal sways Walker, who, intrigued by the prospect of personal glory, grants the Doctor permission to undertake one final attempt at preliminary negotiations. Despite Jo's grave concerns about the extreme danger, the Doctor insists on returning to the Sea Devils' base as a gesture of good faith, believing it is the only viable path to avert a catastrophic war. The episode concludes with the Doctor preparing to descend once more, setting the stage for the next phase of the conflict and the ongoing struggle for peace.
