Act 1

In the Kaled laboratory, Davros oversees the 'perfecting' of his nascent Daleks, demanding improvements to their optical and sensory systems. Internal dissent surfaces among his scientists, Kavell and Ronson, who express moral qualms about their work and covertly aid the Doctor and Harry's escape. The Doctor presents his dire warnings to the Kaled councillors, detailing Davros's fanatical ambition and the Daleks' future reign of terror across the universe. Despite his impassioned plea, the councillors only agree to a temporary suspension of Davros's experiments and the establishment of an independent tribunal, a partial victory that the Doctor deems insufficient given the urgency of the threat. Act 2

This act intensifies the conflict as Davros learns of the Kaled council's impending tribunal and the Doctor's interference. He feigns patriotic cooperation with the councillors, agreeing to the twelve-hour suspension, but immediately reveals his true, genocidal intentions to Nyder: to annihilate the entire Kaled population, leaving only the 'Elite' and the Daleks to survive. Davros then orders the immediate installation of twenty 'genetically conditioned creatures' into the Dalek machines, preparing his unstable, proto-Dalek army for imminent deployment under computer control, and plans a 'journey.' Simultaneously, the Doctor and Harry execute a daring infiltration of the Thal city, navigating its corridors and evading guards through service shafts. Their eavesdropping uncovers Davros's shocking ultimate betrayal: he meets covertly with Thal councillors, providing them with a chemical formula specifically designed to weaken the Kaled dome, thereby guaranteeing the success of the Thal rocket launch. Davros, under the guise of seeking 'peace' and an end to the conflict, orchestrates the Kaleds' destruction, manipulating the Thals as unwitting pawns in his larger scheme for planetary domination. The Thals, eager for victory, immediately prepare to launch their rocket, unaware of Davros's ultimate agenda. The Doctor and Harry, now fully aware of the imminent, large-scale catastrophe, realize they must race against time to warn the Kaled leaders and prevent the launch, while still needing to locate and rescue Sarah. The act concludes with the Doctor and Harry incapacitating Thal guards to acquire their protective suits, poised for their next desperate move in a race against annihilation.
