Act 1

The narrative opens with Kellman confirming the Doctor's identity to the Cyber Leader, who reveals the Doctor and his companions have been neutralized, necessary for an undisclosed plan. Simultaneously, Harry and Sarah Jane meet Tyram, Chief Councillor of Voga, who expresses suspicion about their presence and potential involvement with Vorus, a rival leader. Tyram shares Voga's history as a survival chamber, hinting at past Cybermen attacks. Back with the Cybermen, the Leader details their scheme to destroy Voga by forcing the Doctor, Stevenson, and Lester to carry powerful Cyberbombs into the planet's gold-rich core. The Doctor quickly deduces Kellman's treachery and learns that Voga's gold is inherently hostile to Cybermen, which is why human carriers are essential. Despite the Doctor's attempts to provoke the Cyber Leader and extract more information about Kellman's motivations (revealed as a desire for power), the Cybermen proceed with their plan. The act culminates as the Cyberbombs are strapped to the three men, with the Leader outlining the strict conditions: any attempt to remove the harness or deviate from the course will result in immediate detonation. The Doctor, Stevenson, and Lester are then forcibly transmat down into the Vogan mines, initiating their perilous mission under constant Cybermen surveillance. This sequence establishes the primary threat, the Cybermen's destructive objective, and the Doctor's immediate, forced involvement, setting the stage for the desperate struggle to come.

Act 2

Following their forced deployment, the Doctor, Stevenson, and Lester navigate the Vogan mines, burdened with the volatile Cyberbombs. The Doctor, disbelieving the Cybermen's promise of escape, begins to formulate a counter-strategy, recognizing that the increasing gold concentration deeper within Voga could disrupt the Cybermen's radar tracking. Concurrently, Harry and Sarah Jane become further entangled in Vogan politics, as Tyram confronts Vorus, suspecting him of a plot. Kellman, having been ambushed and captured by the Vogan Militia, desperately attempts to warn Tyram and Vorus about the Cybermen's imminent plan to destroy Voga, revealing Vorus's secret rocket aimed at the Beacon – a failed attempt to lure the Cybermen into a trap. Sarah Jane, realizing the extreme danger to the Doctor, takes decisive action, navigating the perilous mines and using a skiff to reach the transmat circle. There, she critically overhears the Cyber Leader's true, deceptive plan: the bombs are programmed to detonated *before* the promised escape window, ensuring the carriers' demise. This revelation unites the previously warring Vogan factions, including Tyram and Vorus, who, guided by Harry, decide to use a forgotten cross shaft to reach the central shaft and intervene. The act culminates in a desperate attempt to breach the cross shaft, during which Kellman is tragically crushed by falling rocks, and the Doctor is sent tumbling back. Harry, witnessing Kellman's death, then proceeds into the central shaft, marking a critical convergence of the two narrative threads and a significant escalation of the peril.
