Act 1

The episode opens with the dramatic destruction of the Charlie Rig off the coast of Scotland, where radio operator Munro struggles to call for help before the platform explodes and sinks, establishing an immediate, deadly mystery. The Doctor, Harry, and Sarah arrive in Scotland, guided by the Doctor's direction finder, and soon encounter UNIT's temporary headquarters at the Fox Inn. There, Brigadier Lethbridge Stewart and American oil executive Huckle reveal that three oil rigs have been destroyed in the area within a month, causing significant financial loss and loss of life, prompting UNIT's military investigation. The group also meets the Duke of Forgill, a local aristocrat who expresses open hostility towards the oil company, accusing their workers of trespassing and poaching on his extensive lands, and threatening violence. The Doctor, initially reluctant to involve himself in what he perceives as a minor "trouble at sea," agrees to assist after the Brigadier emphasizes the scale of the disaster and the ongoing loss of life. As the initial investigation begins, Sarah talks with local piper Angus McRanald, who recounts local superstitions about Tullock Moor and notes the Duke's changed demeanor since the oil companies arrived. The act culminates when Munro, the sole survivor of the initial rig explosion, washes ashore, only to be fatally shot by Forgill's ghillie. Harry, attempting to aid Munro, also sustains a head injury, escalating the threat from an abstract disaster to a direct, personal attack on the companions.

Act 2

Following Harry's injury, the urgency of the investigation intensifies. Harry remains unconscious in the sickbay, his condition a grave concern for Sarah and the Doctor. Meanwhile, the Doctor, Brigadier, and Huckle continue their inquiry into the rig destructions. Huckle provides preliminary medical reports indicating the victims died from exposure and drowning, with crush injuries consistent with the rig's collapse. The Doctor questions Huckle about previous radio blackouts and suspicious activity, learning that each rig disappearance coincided with strange radio sounds. The crisis escalates dramatically with the destruction of a fourth rig, the Ben Nevis, fifty miles west of the Prince Charlie, with forty men vanishing. This event galvanizes the Doctor, who returns to the wreckage site with the Brigadier. There, they examine a curiously marked piece of concrete from the Prince Charlie rig. The Doctor, using Plaster of Paris, creates a cast of the unusual indentations, revealing giant, horn-like teeth marks. He concludes that a "sea monster" of "frightening size and power" is responsible for chewing through solid steel, a revelation that shifts the nature of the threat from sabotage to a monstrous, unknown entity. This discovery solidifies the Doctor's commitment to the investigation and provides the first concrete evidence of the antagonist's physical form.

Act 3

The Doctor's startling revelation about a "sea monster" quickly reaches the alien antagonists, the Zygons, who are monitoring Earth's communications from their hidden spaceship. Broton, the Zygon leader, identifies the Doctor as a significant threat, recognizing that he has already uncovered too much about their operations, and orders his immediate destruction. Back in the sickbay, Harry begins to regain consciousness, struggling to articulate his traumatic experience. Sarah remains by his side, gently urging him to recount what he witnessed on the beach. Harry manages to recall fragments: the rig shaking and falling, Munro struggling in the cold water, and a sudden, violent attack. As he attempts to articulate more details of the horrifying event, the distinctive sonic interference signal, previously associated with the mysterious rig destructions, begins to emanate, filling the room with an unsettling drone. This sound triggers a profound, visceral terror in Harry, who sits up abruptly, crying out "No! No! No!" in abject fear, his eyes wide with horror. The Doctor, alerted to Harry's distress by Sarah's urgent call, rushes to the sickbay. The episode concludes on Harry's panicked, unresolved screams, leaving the audience with the chilling implication that Harry directly encountered the monster and is now reliving the horror, setting a suspenseful cliffhanger for the next part of the story and deepening the mystery of the Zygons' true nature and capabilities.
