They discover the Master's seemingly lifeless body, and a dying Goth confesses to his ambition for power, his manipulation by the Master, and the Master's own dire condition. Cardinal Borusa arrives, swiftly moving to orchestrate a political cover-up. He dismisses the truth as unacceptable, proposing to fabricate a narrative where Goth is a hero who thwarted the Master's assassination attempt, perishing in the process. This maneuver aims to preserve public confidence in the Time Lords' leadership, despite the blatant disregard for truth. Borusa drops the charges against the Doctor but banishes him from Gallifrey, tasking him with assisting Engin in creating a misleading biography of the Master. This act establishes the political machinations at play and introduces the first major deception: the Master's apparent death, a detail the Doctor already begins to question. The discovery of a hypodermic needle by Hildred subtly hints at the deeper conspiracy.

Act 2

The second act intensifies the Doctor's suspicions regarding the Master's supposed demise. He expresses disbelief that the cunning Master would simply accept the end of his regeneration cycle, sensing a deeper, more insidious plan. The Doctor presses Engin for information about the President's ceremonial symbols, specifically the Sash of Rassilon and the Great Key. Engin, initially dismissive of their functional importance, plays a historical transgram detailing Rassilon's discovery of the Eye of Harmony—described as the nucleus of a black hole that balances all things—and its sealing with the Great Key. This revelation provides the Doctor with critical context, connecting the Master's ambition to ancient, powerful Gallifreyan technology. The truth of the Master's deception shatters when Spandrell, analyzing the hypodermic needle, confirms it contains a neural inhibitor, not poison. The Master feigned death, and the Doctor realizes the full extent of his manipulation. Spandrell, unaware of the Master's true state, dispatches Commander Hildred to "restructure" the Master's corpse. However, in a chilling display of his renewed power, the Master awakens in the Panopticon vault, transforms Hildred into a doll, and begins searching the President's body for the Sash. The Doctor, Spandrell, and Engin arrive, discovering Hildred's fate and the Master's escape. The Master then dramatically reveals himself, taunting the Doctor and explaining his feigned death was a necessary step to acquire the Sash directly. He demands Engin hand over the Sash, and when Spandrell and the Doctor attempt to intervene, the Master shoots them both with a stun blast. Engin, under duress, retrieves the Sash, and the Master, now in possession of the powerful artifact, fully articulates his plan: to use the Sash and the Great Key to regenerate himself and unleash the Eye of Harmony, obliterating Gallifrey and countless other worlds.

Act 3

The final act plunges Gallifrey into a desperate race against time as the Master initiates his cataclysmic plan. Trapped in the vault, the Doctor, Spandrell, and Engin discover an old service shaft leading to the Panopticon, offering their only escape route. Meanwhile, the Master, now adorned with the Sash, smashes a display case to retrieve the Great Rod—the Great Key—from its historical exhibit. He inserts the Key into a ceremonial dais, activating an ancient mechanism that reveals the Eye of Harmony: a giant, pulsating crystal with four critical pipes. As the Master begins to remove the pipes, the planet itself begins to shake violently, signaling the imminent destruction of Gallifrey and potentially a hundred other worlds. The Doctor, scrambling up the perilous service shaft amidst falling debris, emerges into the Panopticon just as the Master prepares to remove the final pipe. A tense confrontation ensues, with the Doctor desperately trying to reason with the Master, highlighting the futility and self-destructive nature of his ambition. The Master, consumed by his desire for ultimate power, dismisses the Doctor's warnings, believing the Sash of Rassilon will protect him. However, the Doctor reveals the Sash is damaged, rendering it useless as a shield. A fierce physical struggle breaks out. The Doctor, despite being shot earlier, fights with renewed vigor, pushing the Master away from the Eye and replacing one of the pipes. The Master retaliates, but the Doctor ultimately outmaneuvers him, delivering a decisive blow. The Panopticon floor splits open, and the Master, screaming, falls into the chasm, seemingly to his death. The Doctor, with the planet still shaking, races to replace the remaining pipes, finally stabilizing the Eye of Harmony and averting the catastrophe. In the aftermath, Borusa attempts another political spin, blaming the devastation on "subsidence" and dismissing the Doctor, who departs Gallifrey. However, the true resolution remains elusive. The Doctor expresses lingering doubt about the Master's demise, and a final, chilling sequence reveals a wizened hand pulling back a curtain, followed by the Master's face appearing in a dematerializing clock, confirming his survival and escape, leaving a potent threat for future encounters.
