The Doctor and Leela must stop the villainous Weng-Chiang, who is using a time cabinet and giant rats to terrorize London and feed his dark ambitions.

In the third part of 'The Talons of Weng-Chiang', the Doctor and Leela intensify their efforts to thwart Weng-Chiang's sinister plans. Leela infiltrates Chang's operations and follows him to the theatre cellar, where he meets with Weng-Chiang. The Doctor, meanwhile, teams up with Litefoot to track down Weng-Chiang's lair, suspecting it to be connected to the sewer system beneath London. As they navigate the sewers, Leela faces off against Weng-Chiang and his giant rats, while the Doctor and Litefoot prepare to confront the villain. The plot thickens as Chang's loyalty is tested, and Weng-Chiang's true intentions come to light. Act 1

The first act establishes immediate threats and the Doctor's burgeoning investigation into Weng-Chiang's activities. Leela, resourceful and impulsive, defends Litefoot's home against Mister Sin and Chang, injuring the automaton and prompting Chang to flee. She then impulsively pursues Chang, leaping onto his hansom cab, despite the Doctor's warnings. Simultaneously, the Doctor discovers a large, enigmatic cabinet in Litefoot's home, recognizing it as the missing time cabinet central to Weng-Chiang's plans. This realization solidifies his understanding of the villain's identity and the gravity of the situation, particularly concerning the nine missing girls previously noted by the police. The Doctor begins to map the London sewer system, specifically the Fleet, suspecting it leads to Weng-Chiang's lair. He prepares for a dangerous mission into the sewers, acquiring a fowling piece and a boat, setting the stage for his direct confrontation with the unknown dangers lurking beneath the city. Leela's independent action and the Doctor's deductive reasoning propel the narrative forward, initiating their separate but converging paths toward Weng-Chiang.

Act 2

This act intensifies the danger as Leela infiltrates Weng-Chiang's operations, and the Doctor closes in on the villain's lair. Leela follows Chang to the theatre cellar and then to Weng-Chiang's hidden laboratory, where she overhears Weng-Chiang's cruel demands for 'fresh young donors' and witnesses his control over giant, savage rats. Weng-Chiang reprimands Chang for his failures, underscoring the high stakes of their mission. Meanwhile, Chang hypnotizes two women, a working woman and a cleaning girl, to bring them to Weng-Chiang for their 'life essence.' The Doctor and Litefoot embark on their sewer expedition, navigating the Thames to find the entrance to the Fleet. In Weng-Chiang's laboratory, Leela witnesses the horrific 'distillation' process as the cleaning girl is desiccated. She bravely intervenes, attacking Weng-Chiang and attempting to reverse the machine, but fails to save the victim. Leela then makes a desperate escape into the sewers through a grill, pursued by Weng-Chiang's ray gun and the screeching giant rats, bringing her closer to the Doctor's location but placing her in immediate peril.

Act 3

The final act of this part focuses on increasing desperation and the unraveling of Weng-Chiang's network, while the protagonists face immediate threats. Leela is now trapped in the sewers, hunted by Weng-Chiang's giant rats, while the Doctor navigates the same labyrinthine passages, unknowingly close to her. Concurrently, one of Chang's earlier victims, the 'whore,' awakens from her hypnotic state in the theatre and recognizes Chang from a poster, creating an external threat to Weng-Chiang's operation as she alerts Jago, who is already investigating the missing women. Inside the laboratory, Weng-Chiang rages at Chang for his repeated failures, particularly Leela's escape, and dismisses him from his service. Weng-Chiang reveals his own 'hideous condition,' underscoring his desperate need for the time cabinet to escape his current state. After Chang's dismissal, Weng-Chiang uses the life-essence machine on himself, highlighting his vulnerability and reliance on the very process he inflicts on others. This act concludes with Chang's loyalty shattered and Weng-Chiang resorting to self-preservation, leaving both the Doctor and Leela in precarious positions within the sewers and Weng-Chiang's methods exposed.
