Just as the Doctor's situation grows dire, Bisham and Cordo arrive, guns drawn, to rescue him. He outlines a strategy to disable the Power Conversion Matrix (PCM) by manipulating its critical temperature, blind the omnipresent oculoid electronic monitors that track movement across the city, and seize Main Control, the nerve center of Company operations. Simultaneously, in the Correction Centre, the Collector interrogates Leela. Her defiant responses, revealing her Sevateem heritage and mentioning the Doctor and the TARDIS, provide the Collector with crucial intelligence. Recognizing the Doctor as a significant threat with a history of "economic subversion," the Collector issues a substantial bounty for his capture and, more chillingly, orders Leela's public execution by "steaming" in the Exchange Hall, turning her into a spectacle. The rebels, galvanized by the Doctor's vision, begin to execute their plan. The Doctor successfully creates a static loop to blind the scanner system, while Mandrell, Bisham, and Cordo infiltrate and seize Main Control, initiating the shutdown of the oppressive vapor towers. However, their strategic victory is immediately overshadowed by the discovery that Leela's execution is slated to occur in the condensation chamber directly beneath Main Control, transforming their broader rebellion into a desperate, time-sensitive rescue mission.

Act 3

The narrative reaches its intense climax as Leela is prepared for her horrific public execution in the Exchange Hall. She is bound and placed within a cage, which then begins its descent towards the dreaded steamer. The Collector and Hade watch, anticipating not only Leela's demise but also the Doctor's inevitable attempt to intervene, which they hope to exploit. Back in Main Control, with the grim reality of Leela's imminent death unfolding on the screens, the Doctor rapidly devises a last-ditch, high-risk rescue plan. Recognizing the immense atmospheric pressure within the condensation chamber, he proposes that K9, with his superior structural resistance, must crawl through a narrow vent to reach a critical internal valve. K9's mission is to blast open this valve, thereby releasing the deadly pressure and creating a brief, perilous window for the Doctor to follow. K9, with characteristic efficiency, successfully navigates the vent and opens the valve, causing the pressure indicator in Main Control to plummet dramatically. Without hesitation, and armed with a two-way communicator, the Doctor plunges into the vent himself, racing against a rapidly ticking clock. Mandrell and the other rebels in Main Control desperately work to maintain the system, knowing they can only hold the precarious balance for two minutes, as Leela's cage continues its inexorable path towards the activated steamer.
