The Doctor, inducted as the new President of Gallifrey, must navigate the complexities of Time Lord politics while thwarting an alien invasion and protecting his friend Leela.

In the second part of 'The Invasion of Time,' the Doctor is inducted into the Matrix as the new President of Gallifrey, but the ceremony is disrupted when Leela, his companion, attempts to save him from the Matrix's adverse effects. As the Doctor recuperates, Leela evades capture by the Time Lords and eventually teams up with Rodan, a rogue traffic controller, to prevent an impending alien invasion led by the Vardans. Meanwhile, the Doctor, with the help of his loyal robot K9, devises a plan to sabotage the invasion by targeting the security control room. The Doctor's actions lead to a chain of events that culminate in the failure of the transduction barrier, allowing the Vardans to invade Gallifrey. Throughout, the Doctor must balance his new role as President with his loyalty to Leela and his duty to protect the planet.

Act 1

Simultaneously, the Vardan alien leaders, observing the events, perceive the Doctor's weakened state as an opportunity, accelerating their invasion plans. Upon his "recovery," the Doctor exhibits a profound change in personality, feigning amnesia and shockingly ordering Leela's expulsion from the Citadel, branding her a dangerous alien. Leela, refusing to be removed, violently evades capture, becoming a hunted fugitive within the labyrinthine Time Lord complex. This expulsion is a calculated move by the Doctor, who then secretly navigates his presidential quarters, using a hidden voiceprint-activated door to escape, revealing his true consciousness and the commencement of a covert operation. His actions establish a complex game of deception, positioning Leela as a diversion while he prepares to counter the impending alien threat. This initial phase sets the stage for a dual narrative: Leela's desperate flight and the Doctor's clandestine maneuvers, both critical to the unfolding crisis.

Act 2

The Doctor reunites with K9 in the TARDIS, revealing his detailed plan to sabotage the transduction barrier, which protects Gallifrey. He uses K9 to calculate probabilities and refine his strategy, which involves creating a shadow shift and reflecting a transmission beam to Space Traffic Control, ultimately aiming to break the barrier. Meanwhile, Leela, still a fugitive, accidentally finds refuge in Space Traffic Control, encountering Rodan, a disgruntled Time Lord traffic controller. Rodan, initially indifferent to Leela's warnings, reveals the impenetrable nature of the transduction barrier and the imminent approach of a Vardan fleet. The Doctor then executes a diversion, offering "jelly babies" to Commander Andred and his guards, drawing them away from the TARDIS. This allows K9 to emerge, shoot a guard, and proceed to destroy critical control panels, actively initiating the sabotage of Gallifrey's defenses. The act culminates dramatically as the Vardan fleet arrives, Rodan issues a frantic red alert, and the catastrophic failure of the transduction barrier is announced, confirming the full-scale invasion of Gallifrey.
