The Doctor, a time-traveling alien, defends himself against the Megara, justice machines, while trying to uncover the truth about Vivien Fay, a powerful and ancient being.

The Doctor, a time-traveling alien, finds himself on trial before the Megara, justice machines, for breaking the seals on their compartment. The Megara sentence him to death, but the Doctor appeals, presenting witnesses and evidence to prove his innocence. Meanwhile, Romana and Emilia work to repair a hyperspace window generator, discovering clues about Vivien Fay's true identity. As the trial progresses, the Doctor uncovers that Vivien Fay is actually Cessair of Diplos, a female humanoid who used the Great Seal of Diplos to commit crimes. The Megara ultimately find Cessair guilty and sentence her to perpetual imprisonment. The Doctor outwits the Megara, using a pendant to send them back to their planet, and escapes with Romana and Emilia.

Act 1

The narrative opens with the Doctor, Vivien Fay, and the Megara at the spaceship entry point. The Megara, justice machines, immediately sentence the Doctor to death for breaking the seals on their compartment. The Doctor objects, demanding a trial, which the Megara reluctantly grant for two hours. He calls Romana as his first witness, who testifies to finding dead creatures in other hyperspace capsules, implying the Megara's own capsule could have contained living beings. Simultaneously, Emilia and K9 work to repair a hyperspace window generator in Vivien's cottage. The Doctor then calls Vivien Fay as his second witness, forcing her to take the stand despite her protests. When Vivien attempts to summon her Ogri, the Megara demonstrate their power by disintegrating one of the stone creatures, compelling Vivien to comply. Romana, sensing the Doctor's plan to expose Vivien, leaves the court to search Vivien's cottage for incriminating evidence, pursued by an Ogri. This act establishes the central conflict of the trial and the Doctor's strategy to unmask Vivien.

Act 2

Act Two intensifies the Doctor's struggle to expose Vivien Fay while Romana, Emilia, and K9 race against time to find evidence in Vivien's cottage. The Doctor attempts to compel Vivien to be attached to the truth assessor, but the Megara deny his request, stating Vivien was not present when the seals were broken. Vivien, confident in her deception, volunteers for the assessor and truthfully denies breaking the seals, as she was not physically present. The Doctor, suspecting the Megara's systems are flawed after four millennia, challenges their infallibility and dares them to ask Vivien her real name. The Megara dismiss this as irrelevant and prepare to execute the Doctor. In a bold move, the Doctor calls the Megara themselves as his final witness, forcing them to reveal details about their mission. They disclose they are en route to Diplos to try a female humanoid criminal, Cessair of Diplos, for murder and misuse of the Great Seal of Diplos, but they lack a description. Concurrently, Romana, Emilia, and K9 discover Vivien's non-Terran metabolism and the ancient origin of the stone circle, linking her presence on Earth to nearly four thousand years ago. An Ogri attacks them, forcing them to flee. The Doctor directly accuses Vivien of being Cessair of Diplos, but the Megara dismiss his claim as mere supposition and prepare to carry out his execution. The Doctor attempts to involve Vivien in his execution, causing both of them to be thrown to the floor.

Act 3

The final act begins with the Doctor awakening after his attempted "execution," discovering the Megara lack the legal authority to kill Vivien. He cleverly persuades them to access Vivien's memory cells to check for brain damage, which immediately reveals her true identity as Cessair of Diplos. The Megara find Cessair guilty of impersonating a religious figure, theft and misuse of the Great Seal of Diplos, and illegally employing silicon-based lifeforms (Ogri). Romana arrives with her own evidence of Vivien's non-Terran metabolism, only to find the Megara have already reached their verdict. The Megara sentence Cessair of Diplos to perpetual imprisonment and transform her into a new standing stone within the ancient circle. With Cessair dealt with, the Megara turn their attention back to the Doctor's "delayed execution." The Doctor, however, snatches Vivien's pendant, which he identifies as the Great Seal of Diplos, and uses its power to send the Megara back to their home planet. He, Romana, and K9 quickly depart in the TARDIS, leaving Professor Rumford to grapple with the archaeological implications and the disappearance of the "police box." The Doctor then attempts to combine the three pieces of the Key to Time, discovering the pendant is the final segment.
