The Doctor and Romana arrive on the Leisure Hive, a recreation planet called Argolis, where they encounter a unique technology known as the Tachyon Recreation Generator. This device can create solid, interactive images and manipulate objects in various environments. The Doctor and Romana soon discover that the planet is facing financial difficulties and is being threatened by the Foamasi, a reptilian species with highly developed intelligence. The Foamasi are resistant to radioactivity and seek to take over the planet. The Doctor and Romana must navigate the complex web of intrigue and deception to prevent the Foamasi from achieving their goal. Along the way, they meet various characters, including Pangol, the creator of the Tachyon Recreation Generator, and Mena, the Chairman of Argolis. The story unfolds as the Doctor and Romana work to stop the Foamasi and save the planet from destruction.

The Doctor and Romana seek a recreational break, but their attempt at a peaceful Earth beach holiday is abruptly cut short when K9 malfunctions after encountering seawater. Romana, consulting K9's extensive galactic recreational database, suggests Argolis, the 'first of the leisure planets,' known for its unique Tachyon Recreation Generator (TRG) and its fraught history of war with the reptilian Foamasi. Upon their arrival at the Leisure Hive on Argolis, the Doctor and Romana discover the planet is facing severe financial distress. Chairman Morix and his son Pangol, the TRG's creator, engage in a tense teleconference with Earth agent Brock, who delivers dire warnings of impending bankruptcy. Brock proposes selling Argolis to an unnamed group, later revealed to be the Foamasi, a proposition Morix vehemently rejects due to the planet's past conflict with the reptilian species. Morix, visibly unwell, explains that Foamasi are resistant to radioactivity, making them the only lifeform capable of inhabiting Argolis's surface. As Morix succumbs to a mysterious illness, dropping tiny blue seeds, and dies, the Foamasi secretly infiltrate the Hive. Meanwhile, Pangol demonstrates the TRG's capabilities, showcasing solid, interactive images and object manipulation. The Doctor and Romana observe, with the Doctor quickly deducing the underlying principles. Mena, Morix's imperious mother, arrives as the new Chairman, revealing that her Earth scientist, Hardin, has perfected a tachyon-based 'rejuvenation' technique, demonstrating it with a holographic projection of an old woman becoming young. During a subsequent TRG demonstration, Pangol's experiment with a visitor named Loman goes horribly wrong, leading to Loman's limbs separating and his eventual death. The Doctor intervenes, mistakenly identified as Hardin, and subsequently witnesses Mena's secret rejuvenation experiment. Realizing the danger and the deception, the Doctor and Romana attempt to escape but are pursued by Mena's security. The Doctor, intrigued by the TRG, enters the cabinet, leaving Romana to inadvertently become entangled with a statue via his scarf, setting up a perilous cliffhanger.
