Used by Monarch’s enforcer Persuasion to report Nyssa’s capture and later by Adric to adjust encryption settings. The monitors serve a dual surveillance-propaganda function: providing Monarch with real-time tactical intelligence while projecting false signals of unrest back to captured Earth dignitaries as psychological manipulation.
