Service Ducts Below the Capitol

A network of narrow, utilitarian service ducts running beneath the Capitol’s Records Room, servicing the building’s mechanical and electrical systems. The ducts are reinforced with riveted metal sheeting, their surfaces streaked with dust and occasional grease stains. They form a labyrinthine path branching toward vaults deep below, where the Capitol’s most sensitive systems—including the Matrix connection—are maintained. The Doctor knows these ducts can be traversed, using them as an escape route in emergencies but now recognizing their role as concealment for illicit connections.
