Millenius, once ruled by Arbitan, is now under Yartek’s thumb. The organization’s institutional structures are hijacked to serve Yartek’s ends, with the Control Room as the epicenter of his coup. The interrogation of Altos and Sabetha is not just a personal vendetta but a strategic move to dismantle the last remnants of resistance to Yartek’s rule. Millenius’s fate hangs in the balance, its systems and symbols (like Arbitan’s robe) repurposed to legitimize Yartek’s tyranny.
Through Yartek’s usurpation of Arbitan’s authority, manifested in his wearing of Arbitan’s robe and his control over the Control Room. The Voord minions enforce his will, acting as his enforcers within the organization’s infrastructure.
Yartek exercises absolute authority over Millenius, using fear and coercion to break the will of its former protectors (Altos and Sabetha). The organization is in a state of flux, with Yartek’s power growing as the resistance crumbles. The Doctor and his companions are external threats to Yartek’s control, but their absence in this scene highlights their marginalization in the face of his dominance.
