Davros tests the Doctor's curiosity as bait

The jury-rigged control contraption with its chaotic bundle of wires and duct tape pulses with erratic electrical discharges. Electrical arcs briefly illuminate the shadowed room as Davros manipulates the Doctor’s projected image through this improvised interface, enabling him to turn the Time Lord’s presence into a psychological lure broadcast to the entire facility.
