After accidentally returning to Kembel, The Doctor, Steven, and Sara must thwart the Daleks' universe-conquering plan, complicated by the double-crossing Mavic Chen and a coalition of self-serving galactic representatives.
Following a malfunction with the TARDIS, The Doctor, along with Steven and Sara, find themselves back on the desolate planet Kembel, the center of the Daleks' latest scheme for universal domination. Mavic Chen, the representative from Earth, has successfully reacquired the core of the Time Destructor, a device capable of aging entire planets into dust, and presents it to the Daleks. Chen, driven by ambition, seeks to solidify his position within the Galactic Council, a group of alien delegates collaborating with the Daleks. Unbeknownst to him, the Daleks merely exploit him for their own ends.
The Doctor, Steven, and Sara land near the Dalek city and seek to sabotage the Daleks' operation. The Doctor leaves to scout but becomes separated from his companions.
