The Doctor, Ben, and Polly arrive on the planet Vulcan to find a colony obsessed with reactivating dormant Daleks, and must convince the skeptical humans of the deadly danger they pose before it's too late.

Despite The Doctor's attempts to sabotage Lesterson's efforts and prove the Daleks' inherent danger, he finds himself thwarted by the colony's bureaucracy and the machinations of Bragen, who sees the Daleks as a means to undermine Hensell's authority. As the Daleks begin to regain their power and manipulate Lesterson into providing them with resources, the Doctor races against time to expose the truth and prevent the colony's destruction.
