Facing betrayal and galactic domination, the Doctor must outwit a manipulative War Chief and War Lord, risking everything to save his companions and prevent the Time Lords from unleashing their merciless justice upon the universe.
The Doctor, along with his companions Jamie and Zoe, finds himself embroiled in a complex scheme orchestrated by the War Chief and the War Lord. Initially, the Doctor seems to betray his friends, joining forces with these villains. This deception is a calculated move to understand and thwart their plans, which involve using advanced time travel technology to conquer the galaxy. The War Chief reveals his ambition to become the Supreme Galactic Ruler, needing the Doctor's TARDIS after his own machines expire.
The resistance members, including Russell, Carstairs, and Villar, feel betrayed and imprisoned, struggle to understand the Doctor's actions. They are captured and subjected to reprocessing, intended to brainwash them and turn them into loyal soldiers. However, the Doctor secretly sabotages the machines, maintaining their free will while appearing to cooperate with the War Lord.
The Security Chief uncovers the War Chief's treachery, setting in motion a power struggle within the enemy ranks. The Doctor uses this conflict to his advantage, manipulating events to weaken their control. He reprograms Jamie, Zoe, and Villar, to appear brainwashed while actually planting suggestions to aid in their eventual escape. Though initially furious, the resistance and the companions begin to notice they aren't actually that reprogrammed.
As the situation escalates, the War Chief and War Lord fall upon suspicion from each other, giving The Doctor and the resistance fighters a chance to overtake the War Room. The War Chief's duplicity is exposed, leading to his demise at the hands of the War Lord, but not before the group overtakes the War Room from the Security Chief.
With the War Games spiraling out of control and the time travel machines failing, the Doctor makes a difficult choice. Knowing that his own abilities are insufficient to restore everyone to their proper times, he summons the Time Lords, his own people, despite knowing the consequences of their arrival. The Time Lords represent a severe and unforgiving form of justice, one that the Doctor desperately wished to avoid, for the sake of the War Lord and the War Chief. The Doctor must escape the War Room to his TARDIS.
Before the Time Lords arrive, the Doctor, along with Jamie, Zoe, and Carstairs flee in a SIDRAT time machine, leaving the resistance to await the Time Lords' judgment. Despite the dangers ahead, a decision is made -- the plight of the universe outweighs his personal safety.
