The Doctor and Jo must navigate political intrigue on Peladon as they help King Peladon join the Galactic Federation while uncovering a plot by Hepesh to thwart the union.

The Doctor and Jo arrive on Peladon to support King Peladon's bid to join the Galactic Federation. They uncover a complex plot involving Hepesh, the High Priest, and Arcturus, a delegate from another planet. Hepesh has been manipulating events to prevent Peladon from joining the Federation, fearing it would lead to 'slavery.' The Doctor and Jo expose Hepesh's treachery, and with the help of Grun, the mute champion, and Aggedor, the sacred beast, they thwart Hepesh's final attempt to seize power. Peladon joins the Galactic Federation, and the Doctor and Jo prepare to leave, having successfully mediated the crisis.

Recognizing the critical need for unified support, the Doctor entrusts Jo with the vital task of securing a unanimous vote from the delegates. Simultaneously, he interprets a subtle signal from Grun, the mute champion, indicating a hidden passage into the citadel's tunnels, and prepares to confront Hepesh directly, understanding that the fate of Peladon now rests on swift, decisive action.

Act 2

Hepesh launches his final, desperate coup, leading his armed guards to storm the throne room and seize King Peladon, demanding a forceful return to Peladon's isolationist 'ancient ways.' Concurrently, Jo, demonstrating unexpected diplomatic skill, successfully secures the unanimous support of the Galactic Federation delegates for King Peladon, a crucial step towards stabilizing the planet. However, this victory is immediately overshadowed by the discovery that all delegate communicators are deliberately sabotaged, effectively cutting them off from their orbiting spaceships and the wider Federation, trapping them within the citadel. In the labyrinthine tunnels beneath the citadel, the Doctor discovers Grun, injured and incapacitated by Hepesh's forces, who reveals the High Priest's treachery. Leveraging his unique understanding of Peladon's culture, the Doctor calms Aggedor, the sacred beast, using his sonic screwdriver and a traditional song, transforming the creature from a symbol of fear into a powerful, unexpected ally. The Doctor then dramatically confronts Hepesh in the throne room, bringing Aggedor to expose the High Priest's elaborate deception and false claims of mastery over the beast. In a climactic struggle, Hepesh attempts to command Aggedor, but the creature turns on him, leading to Hepesh's fatal injury. Hepesh dies in Peladon's arms, expressing a final, complex hope for the future he fought so hard to prevent, as Peladon declares an end to the conflict with a promise of no retribution.

Act 3

With Hepesh's coup decisively thwarted and King Peladon's authority restored, the narrative shifts to the immediate aftermath and the Doctor and Jo's impending departure. The Doctor reveals the TARDIS, which Peladon's loyal men have commendably transported to the conference room, ensuring their means of escape. King Peladon, now secure in his reign, expresses his deep affection for Jo and proposes marriage, asking her to stay and help him lead Peladon into its new era. Jo, however, gently but firmly declines, explaining that her true identity and the Doctor's mission prevent her from remaining, citing reasons Peladon would not comprehend. As Peladon leaves to prepare for his coronation, the Doctor and Jo ready themselves for a discreet departure. Their plans are abruptly accelerated when they encounter Amazonia, the *actual* official Earth delegate, who questions their identities with a pointed 'Doctor who?' To avoid exposure as imposters and the inevitable diplomatic complications, the Doctor and Jo swiftly retreat to the TARDIS. The iconic blue box dematerializes just as the bewildered delegates and the official Earth representative enter the room, leaving behind a successfully mediated crisis and the enduring mystery of the Doctor and Jo's true nature and origins.
