The Doctor and Jo investigate the Master's imprisonment and a series of mysterious ship sinkings, uncovering a sinister plot that threatens the world.

The Doctor and Jo Grant visit the Master, who is being held prisoner on an island. The Master claims to have changed and be seeking redemption, but the Doctor remains cautious. Upon their visit, they learn about a series of mysterious ship sinkings that have been occurring in the area. The Doctor becomes suspicious and decides to investigate further. He meets Robbins, a crewman who provides him with information about the sinkings and the naval base's attempts to cover it up. The Doctor and Jo sneak into the naval base and discover that the sinkings are centered around an abandoned sea fort. They visit the fort, finding evidence of strange occurrences and a possible connection to the Master's plans. The Doctor and Jo work to uncover the truth behind the sinkings and the Master's involvement.

The episode opens with a harrowing distress call from the SS Pevensey Castle, reporting an attack before its transmission is cut short by a mysterious, scaly hand. This incident immediately establishes a grave threat and the central mystery of vanishing ships. The Doctor and Jo Grant arrive by boat at an isolated island, ostensibly to visit the Master, who is imprisoned in a seemingly secure, almost luxurious, cell within a castle. Colonel Trenchard, the castle governor, casually mentions the recent spate of ship sinkings, piquing the Doctor's interest. The Master, under the guise of repentance, attempts to convince the Doctor and Jo of his reformed nature, even demonstrating an apparent immunity of his guards to hypnotism. However, the Doctor remains skeptical, and the Master's true, villainous intentions are soon revealed in a private conversation with Trenchard. The Master, far from reformed, is actively orchestrating the ship sinkings and manipulating Trenchard, using his position to acquire Admiralty charts and plotting the sinkings around an abandoned sea fort. Meanwhile, the Doctor, having left the Master, gathers crucial information from Robbins, a local boatman, about the naval base's cover-up and the peculiar charring pattern on a capsized lifeboat. Driven by his suspicions, the Doctor illicitly infiltrates the highly classified naval base to examine the lifeboat firsthand. He confronts Captain Hart, the base commander, presenting a compelling theory of a 'concentrated beam of heat' applied from beneath the vessels, designed to eliminate survivors. Hart, however, dismisses the Doctor's unconventional methods and theories, refusing official assistance. Undeterred and with Jo's support, the Doctor decides to proceed independently. They commandeer Robbins's boat and navigate to the abandoned sea fort, which the Master identified as central to the sinkings. As they climb onto the fort, evidence of recent activity and the ominous presence of a 'scaly green hand' reaching for their boat confirm they have entered a dangerous, active zone, directly confronting the mysterious force behind the sinkings. This act concludes with the Doctor and Jo isolated on the fort, facing an unknown threat.
