Act 1

This act opens with the Doctor and Jo tending to a wounded man, Clark, who claims a "sea devil" attacked him. Isolated on the sea fort, they find their radio destroyed, prompting the Doctor to ingeniously convert a transistor radio into a makeshift transmitter. During this effort, the Doctor has a direct, hostile encounter with one of the reptilian creatures, barely escaping its energy weapon and electrifying a door to deter it. He and Jo chase the creature, observing it escape into the sea through a broken window. Meanwhile, at the naval base, Captain Hart's office receives reports of the Doctor and Jo's disappearance, with the fort proving unresponsive, leading him to dispatch Air Sea Rescue. Back on the fort, the Doctor successfully transmits a distress call, explaining to Jo that these "Sea Devils" are an ancient, intelligent species who view humanity as usurpers and are reclaiming their planet. A helicopter responds to their call, but just as hope arrives, the improvised radio explodes, leaving their immediate future uncertain, though they are ultimately rescued and brought to the naval base. This initial segment establishes the immediate threat of the Sea Devils, showcases the Doctor's scientific prowess under pressure, and shifts the characters from a perilous, isolated fort to the relative safety of the naval base, albeit with a new set of challenges. The act effectively sets the stage for the larger conflict between humanity and the ancient reptilian species, while also introducing the initial skepticism from naval command regarding the Doctor's extraordinary claims.

Act 2

Following their rescue from the fort, the narrative shifts focus to the human element of the conspiracy. The Master, a rogue prisoner, is seen collaborating with Colonel Trenchard, who provides him with naval supplies and facilitates his escape, disguised as a Lieutenant Commander. The Doctor and Jo arrive at Captain Hart's office, attempting to convey the grave threat of the Sea Devils and the events on the fort, but Hart remains deeply skeptical, dismissing their accounts as delirium from the wounded Clark. This skepticism highlights the institutional resistance the Doctor faces. Trenchard then makes a calculated appearance, feigning casual conversation about a golf tournament with Hart, while subtly probing the Doctor and Jo's presence, raising the Doctor's suspicions. The Master, meanwhile, infiltrates the naval base stores, stealing electronic equipment and assaulting Chief Petty Officer Smedley to maintain his cover. Jo, looking out Hart's office window, spots the Master on the base, triggering a security alert. This sighting forces Hart to confront the reality of a dangerous criminal on his base. The Doctor quickly connects the Master's presence to Trenchard's earlier visit and his hasty departure, deducing Trenchard's complicity in the Master's escape and activities. This act effectively transitions the primary conflict from direct encounters with the Sea Devils to the intricate human machinations, setting the stage for a direct confrontation with the conspirators. The Doctor's realization of Trenchard's betrayal marks a critical turning point, propelling him to take direct action.

Act 3

The final act of this segment intensifies the confrontation with the human antagonists. The Doctor and Jo pursue Trenchard to the Governor's office, where the Doctor directly accuses him of aiding the Master's escape. Trenchard, however, cunningly uses a live monitor feed to show the Master seemingly confined in his cell, attempting to discredit the Doctor and Jo's claims. Despite this deception, the Doctor's suspicions remain firm. Recognizing the immediate danger and the need for external intervention, the Doctor sends Jo to the naval base to contact UNIT, instructing her to report Trenchard and his staff for immediate replacement, effectively isolating himself to monitor Trenchard. Meanwhile, the Master, anticipating the Doctor's arrival, meticulously prepares a trap within his cell. He instructs Trenchard to lure the Doctor, promising to "convince him to keep quiet" if they meet alone. The Master then disables the security camera and ambushes a guard, acquiring a weapon. Trenchard, under the Master's influence, successfully persuades the Doctor to visit the Master's cell, while simultaneously making a call to ensure Jo is prevented from leaving the naval base, thus cutting off the Doctor's external support. Upon entering the seemingly unguarded cell, the Doctor confronts the Master, who produces the guard's gun. A swift, unarmed combat sequence ensues outside the cell, where the Doctor disarms the Master, but the Master then grabs a foil, leading to a sword fight. The Master ultimately gains the upper hand, pushing the Doctor back into the cell, trapping him and concluding this segment on a perilous cliffhanger.
