In the city of Exxilon, the Doctor and Bellal face a series of lethal tests designed to assess their intelligence and worthiness. As they progress, they uncover the city's true purpose: to harvest the brain activity of intelligent species. The Doctor and Bellal aim to disable the city's defenses and prevent the Daleks from reactivating a powerful beacon. Meanwhile, Sarah and Jill, who have escaped from the Daleks, plan to load a spaceship with parrinium, a valuable mineral, to thwart the Daleks' plans. Galloway, one of the captured crew members, secretly plots to sabotage the Daleks' ship. As the Doctor and Bellal near their goal, they create 'antibodies' to fight the city's defenses. The Daleks, however, are close to achieving their objective, having restored power to the beacon. In a final act of defiance, Galloway uses a hidden explosive to destroy the Dalek ship. The city, now powerless, begins to crumble, and the survivors make their escape.
