Act 1

Following this vindication, Ortron's Federation colleague, Alpha, influenced by Eckersley, dispatches an urgent message for Federation troops to land on Peladon, escalating the external threat. In the Throne Room, Queen Thalira apologizes to the Doctor, who then advises her to meet with Gebek, the moderate miner leader, to prevent a full-scale rebellion by addressing the miners' grievances. Sarah remains with Thalira, imparting lessons on 'Women's Lib,' encouraging the young Queen to assert her authority against Ortron's patriarchal dominance. Meanwhile, Ettis rallies the more radical miners, advocating for an immediate attack on the Citadel. The Doctor prepares to contact Gebek, but Ortron's suspicion of the Doctor's intentions intensifies, setting the stage for his impending arrest.

Act 2

The Doctor attempts to leave the Citadel to meet Gebek but Ortron, lying in wait, apprehends him at the tunnel entrance and orders his imprisonment in the dungeons, solidifying Ortron's direct opposition. Sarah, having followed Ortron, enters the tunnels and encounters Eckersley, who is attempting to secure the sonic lance. Ettis's radical miners ambush the guards, kill them, and seize the sonic lance, significantly empowering the rebel faction. Sarah delivers the Queen's secret message to Gebek, who promises to meet Thalira when possible, but he also allows Eckersley and Sarah to leave unharmed, showing his moderate stance against Ettis's bloodlust. Back in the Throne Room, Alpha protests the Doctor's arrest, asserting Federation protection, but Ortron dismisses the Doctor as a 'nameless alien' and belittles Sarah's importance, though Thalira insists on Sarah's freedom. The arrival of Federation troops is confirmed, prompting Sarah to devise a plan: make Peladon appear peaceful to ensure the troops leave quickly, a strategy even Ortron supports to rid the planet of foreign military presence.

Act 3

Sarah and Gebek coordinate to free the Doctor from the dungeons. Gebek successfully incapacitates the guard, allowing the Doctor to escape and lock the guard in his own cell. The Doctor, prioritizing the Aggedor mystery, directs Gebek to take him to the Federation refinery, suspecting it as the source of the deception. Meanwhile, Ettis and the radical miners position the sonic lance opposite the Citadel, preparing for an assault, escalating the threat of open conflict. Federation troops confirm their orbital position and imminent landing, adding urgency to the situation. Eckersley and Alpha observe the Doctor and Gebek via CCTV, misinterpreting their actions as the Doctor joining the rebels, prompting Eckersley to prepare for intervention. Sarah, under pressure, reveals her theory that the Aggedor trick originates from the refinery. Ortron attempts to pacify the miners, appealing to their sense of Peladon's well-being and promising a fair hearing after the Federation troops depart. However, an image of Aggedor suddenly appears, enveloping and vanishing a miner, demonstrating the continued and active nature of the 'magic' and undermining Ortron's efforts at peace.
