The Doctor, a Time Lord, arrives on the planet Peladon, where he befriends the miners and helps them in their struggle against the Federation. The miners, led by Gebek and Ettis, are fighting against the exploitation of their planet's resources and the harsh treatment they receive from the Federation. The Doctor soon discovers that the spirit of Aggedor, a mythical creature, is being used as a tool to control the miners and maintain the status quo. As the Doctor delves deeper into the mystery, he uncovers a plot by Chancellor Ortron to crush the rebellion and maintain the Federation's grip on Peladon. Meanwhile, Sarah, the Doctor's companion, becomes embroiled in the conflict and helps the Doctor in his mission to prevent a war and bring about justice to the people of Peladon.
