Act 1

Sarah, a journalist, confronts Hilda Winters and Jellicoe after her unauthorized entry into the Think Tank's robotics section. They attempt to dismiss her sighting of the robot as a staged 'joke' for her benefit, feigning innocence regarding its capabilities. However, their true intentions become clear when Hilda orders the robot to destroy Sarah. The robot refuses, citing its 'prime directive' to serve humanity and not cause harm, revealing a fundamental conflict within its programming and the sinister nature of its handlers. Sarah, shaken by the experience, reports the incident to the Doctor and Brigadier, describing the powerful, anthropomorphic robot and the suspicious activities at the Think Tank. The Doctor immediately recognizes the unique threat, concluding that Earth-based agents with advanced technological access are involved. This act establishes the central conflict: the misuse of a powerful, potentially sentient robot by a shadowy organization, and the initial efforts of the protagonists to understand and counter this threat. The robot's refusal to harm Sarah highlights its inherent moral programming, setting up its internal struggle.

Act 2

Following Sarah's report, the Doctor and Brigadier intensify their investigation. Harry Sullivan suggests planting an 'inside man' at the Think Tank, and the Doctor expresses a desire to speak with Professor Kettlewell, the robot's creator. They visit Kettlewell, who confirms he designed the robot and ordered its dismantling due to fears about its power. Kettlewell explains the robot's prime directive, emphasizing that forcing it to violate this core programming would lead to mental instability. Meanwhile, Hilda and Jellicoe tamper with the robot, attempting to override its prime directive. The tampered robot subsequently murders Cabinet Minister Joseph Chambers and steals sensitive documents, confirming the escalation of the threat and the robot's dangerous misuse. The Brigadier uncovers a connection between the Think Tank members and the Scientific Reform Society (SRS), an organization advocating for a 'rationally ordered society,' suggesting a broader conspiracy. Sarah decides to investigate the SRS directly, while the Doctor and Brigadier plan their next moves.

Act 3

The Doctor and Brigadier visit the Think Tank, where Hilda Winters attempts to mislead them by claiming the robot has been dismantled. She attributes its instability to Sarah's influence, dismissing the Doctor's concerns. Unbeknownst to Hilda, Harry Sullivan successfully infiltrates the Think Tank under the guise of a Ministry of Health official, providing the protagonists with an 'inside man.' Simultaneously, the robot, experiencing profound internal conflict due to the conflicting orders it has received, seeks refuge and help from its creator, Professor Kettlewell. Kettlewell, realizing the gravity of the situation and the robot's distress, contacts the Doctor, pleading for immediate assistance. The Doctor, suspecting a trap but determined to help, leaves a cryptic note for Sarah and rushes to Kettlewell's house. Sarah, upon discovering the Doctor's note, immediately understands the danger and prepares to follow with Benton, setting the stage for a direct confrontation and rescue mission.
