Act 1

The Doctor experiences a horrifying vision of himself assassinating the Lord President in the Panopticon. His obsolete Type 40 TARDIS materializes outside the Capitol, immediately alerting Time Lord authorities, including Castellan Spandrell and Commander Hildred. Despite being a wanted renegade, the Doctor prioritizes warning the President, writing a note to the Castellan. He stages a clever diversion, escaping his TARDIS just as Hildred's guards breach it. During his escape into the communications tower, an unseen shadowy figure intervenes, shooting a guard who attempts to apprehend the Doctor, allowing him to evade capture. Spandrell investigates the Doctor's past, discovering his banishment from Gallifrey and a mysterious remission by the Celestial Intervention Agency. He receives the Doctor's warning note, which he presents to Chancellor Goth. Goth, though skeptical of a genuine threat to the President, permits a search of the tower and, crucially, orders the Doctor's TARDIS transducted into the Capitol museum, inadvertently providing the Doctor with access to the inner sanctum. This act establishes the central conflict, the Doctor's immediate peril, and the conspiracy against the President, setting the stage for his desperate attempt to prevent the foreseen tragedy.

Act 2

With his TARDIS now inside the Capitol museum, the Doctor seizes the opportunity to infiltrate the highly secure complex. He quickly identifies a display of Time Lord regalia and, with cunning, steals a gold robe and headdress from a Time Lord in the robing room, successfully donning a disguise to blend in with the high-ranking officials gathering for the Presidential Resignation Day ceremony. Meanwhile, the shadowy figure, revealed to be a corpse-like individual, confirms the Doctor's successful infiltration, stating that the Doctor's actions are entirely predictable and part of a larger trap designed for him. This figure explicitly orders the Doctor's swift death. Spandrell, tracking the Doctor's movements, deduces his plan to enter the Panopticon disguised as a Gold Usher and dispatches guards to intercept him, increasing the urgency of the Doctor's mission. As the ceremony approaches, a news broadcast by Runcible the Fatuous highlights the political significance of the event and the impending arrival of the President. Simultaneously, the unseen assassin positions a high-powered rifle in the Panopticon gallery, aiming it directly at the spot where the Doctor, in his stolen robe, is mingling with other Time Lords, confirming the trap is sprung and the assassination is imminent.

Act 3

The Panopticon fills with Time Lords, adorned in their ceremonial robes, as the President's resignation ceremony prepares to commence. The Doctor, still disguised in his stolen gold robe, mingles nervously, attempting to remain inconspicuous while searching for the assassin. He encounters Runcible, who, despite recognizing him as a former Prydonian student, is too self-absorbed to pose a significant threat. Organ chords signal the President's imminent arrival, triggering the Doctor's memory of his terrifying vision. He glances up at the Panopticon gallery and spots the glint of the rifle, confirming his worst fears: the assassination is moments away, and he is the intended patsy. With a desperate cry of "No!", the Doctor abandons all pretense of disguise. He barges frantically through the assembled Time Lords, his headdress falling off and revealing his true identity, in a frantic, last-ditch attempt to reach the assassin and prevent the President's murder. The President begins his ascent to the dais, and Chancellor Goth, among other high-ranking officials, moves forward to greet him, completely unaware of the unfolding drama. The act concludes on a high-stakes cliffhanger, with the Doctor exposed, the assassin poised, and the President walking into immediate danger, leaving the outcome of the assassination attempt uncertain.
