In a dystopian future on Pluto, Citizen Cordo faces financial ruin when the death taxes for his father skyrocket, forcing him to consider desperate measures. The Doctor and Leela intervene, and Cordo leads them to the Undercity, a hidden world of rebels and outcasts. Act 1

This act establishes the oppressive dystopian society on Pluto through Citizen Cordo's personal tragedy. Cordo, a D-grade municipal servant, faces insurmountable debt after his father's death taxes skyrocket due to unexpected rate increases and punitive fees. Gatherer Hade, a figure of authority clad in a luxurious cloak and golden turban, embodies the Company's ruthless exploitation, forcing Cordo into extreme labor and reliance on costly Q-capsules, effectively condemning him to a life of perpetual servitude and despair. Cordo's desperation culminates in an attempted suicide on a thousand-meter-high building. Simultaneously, the Doctor and Leela arrive on Pluto after a TARDIS malfunction, finding a world surprisingly Earth-like but with an artificial atmosphere and multiple 'suns.' Their initial confusion gives way to concern when they witness Cordo's plight. Their intervention prevents Cordo's suicide, immediately drawing them into the local conflict. The act concludes with Gatherer Hade detecting the TARDIS's illegal landing, marking the beginning of the authorities' direct pursuit of the newcomers and Cordo, transforming a personal crisis into a broader incident. Act 2

Act Two rapidly escalates the stakes as Cordo, the Doctor, and Leela flee Gatherer Hade's immediate pursuit. Their escape from the rooftop into the building's infrastructure signifies their transition from observers to active participants in the resistance against the Company. Cordo, driven by desperation and a faint hope, reveals the existence of the Undercity—a legendary refuge for outlaws, tax criminals, and Correction Centre escapees. Despite his fear of the unknown darkness, Cordo guides them down a secret passage, a route his father, a humble walkway cleaner, had discovered. This descent into the 'Undercity' symbolizes a deeper dive into Pluto's hidden underbelly and the harsh realities faced by those outside the Company's control. Upon reaching the subterranean levels, they are immediately confronted and captured by the Undercity inhabitants, led by the aggressive Mandrell and his subordinate, Goudry. The Doctor attempts to assert his authority but is quickly physically subdued, demonstrating the raw power dynamics of this hidden society. Mandrell, suspicious of outsiders, particularly the Doctor's 'Ajack' appearance, forces the Doctor into a dangerous mission: to use a stolen ConSumCard from an Ajack to withdraw a thousand talmars from a bank. To ensure compliance, Mandrell holds Leela hostage, placing the Doctor in a perilous dilemma and cementing his involuntary involvement with the rebels.

Act 3

Act Three broadens the scope of the conflict from individual plight to a full-blown conspiracy, primarily driven by Gatherer Hade's astute deductions. While the Doctor and Cordo prepare for their mission, K9, left behind in the TARDIS, inadvertently provides a crucial tracking signal to Hade. Hade, monitoring K9's movements through the subway system, identifies Cordo as the tax defaulter he encountered earlier and observes the Doctor, whom he mistakenly identifies as an 'Ajack' due to the stolen ConSumCard's origin. This misidentification becomes the linchpin of Hade's rapidly formed theory. Drawing on historical context about the 'arrogant, unsettled' Ajacks and their potential for rebellion, Hade concludes that the Doctor is smuggling arms to the Undercity. This leap in logic transforms a simple tax evasion case into a massive, multi-megropolis conspiracy aimed at overthrowing the Company. Hade, convinced of the 'magnitude of the offence,' decides to escalate the matter to the highest authority, planning to warn the Collector at the Company palace and mobilize the powerful 'Inner Retinue.' This act sets up a direct confrontation between the Company's full force and the nascent, unwitting rebellion. The Doctor, unaware of the larger conspiracy he is now implicated in, departs with Cordo to complete Mandrell's task, leaving Leela in peril and the stage set for a major escalation.
