When the Doctor and Romana materialize in a desolate, medieval-like society, they must navigate a complex web of oppression and rebellion, as they uncover the dark secrets behind the ruling Lords' power and the mysterious 'Wasting' that threatens the population.

The Doctor and Romana, traveling through E-space in the TARDIS, become stranded on a planet that appears to be in a medieval state of development. Their arrival coincides with a selection process where peasants are chosen to serve the ruling Lords in the Tower. The Doctor and Romana soon discover that the planet is shrouded in mystery, with a rigid class system and an oppressive regime that suppresses knowledge and scientific inquiry.

As they delve deeper into the society, they meet Ivo, the head man of the village, who is initially wary but eventually cooperative. They also encounter Habris, a functionary who is tasked with selecting peasants for the Tower. The Doctor and Romana learn about the 'Wasting,' a mysterious affliction that the Lords claim to protect the population from.

Their investigation leads them to a group of rebels, who possess old technology and knowledge that they use to resist the Lords. The rebels, led by Tarak and Kalmar, reveal that the Lords are actually the descendants of the crew of an Earth ship called Hydrax, which had traveled through a CVE (Chrono- Displacement Vortex Engine) and ended up on this planet.

The Doctor and Romana must navigate this complex situation, helping the rebels while also trying to find a way back home. Along the way, they confront the dark secrets of the Lords' rule and the true nature of the 'Wasting.' The story unfolds as a tale of survival, rebellion, and the quest for knowledge and freedom in a society that seems determined to suppress both.

The narrative introduces a desolate, medieval-like society ruled by three Lords (Zargo, Aukon, Camilla) from a formidable Tower. The Lords maintain control through an annual "selection" process, forcing peasants into their service, and suppress all knowledge and scientific inquiry. Habris, a functionary, conducts the selection, taking Ivo's son despite his protests, highlighting the regime's cruelty and the peasants' powerlessness. The Doctor and Romana, stranded in E-space, materialize on this planet, drawn by K9's anomalous scan readings indicating both high technology and primitive life. Their initial exploration leads them to the village, where they encounter Ivo and Habris, learning about the forbidden nature of science and the mysterious "Wasting" that the Lords claim to protect the populace from. Ivo, secretly connected to a rebel group, alerts them to the strangers. Meanwhile, Adric, a stowaway from the TARDIS, also arrives in the village, seeking the Doctor and Romana. The Doctor and Romana are captured by cloaked figures, revealed to be rebels led by Tarak and Kalmar, who operate from a hidden cave using salvaged technology. Kalmar, a self-taught scientist, shares the rebels' struggle against the Lords' suppression of knowledge. The Doctor repairs an ancient data monitor, uncovering a shocking truth: the planet was colonized by the Earth vessel Hydrax, and the current Lords are, in fact, the original crew members, still alive after a thousand years. This revelation dramatically shifts the understanding of the conflict, as the Doctor and Romana realize the true nature of the oppressive rulers.
