The Doctor and Romana find themselves on a primitive planet where a ruling class controls the population, but their true intentions and the source of their power are shrouded in mystery.

The Doctor and Romana materialize on a planet where they encounter Habris, who escorts them to the State Room. There, they meet Zargo and Camilla, who claim to know everything about the Doctor and Romana. The Doctor and Romana are trying to find a way back home, but Zargo and Camilla are evasive about their origins and technology.

As the Doctor and Romana explore the Tower, they begin to unravel the dark secrets of the ruling class. They discover that the Tower is actually a spaceship, the Hydrax, which has been converted into a stationary base. The ruling class, led by Aukon, has been draining the blood of the peasants to feed a creature known as the Great One.

Meanwhile, Adric, a young boy, is taken by Habris and his guards to the Tower. Aukon senses Adric's potential and decides to prepare him for initiation into the ruling class. The Doctor and Romana also meet with a group of rebels who are planning to attack the Tower to rescue them.

As tensions rise, the Doctor and Romana navigate the inner workings of the Hydrax, discovering its true nature and the horrific practices of its rulers. They ultimately uncover the dark secret that the fuel tanks are used to store blood, which is used to feed the Great One. The Doctor and Romana's findings put them in grave danger, and they must find a way to escape and help the rebels in their fight against the ruling class.

Act 2

Following their groundbreaking discovery, the Doctor and Romana embark on a perilous exploration of the Hydrax, the massive spaceship disguised as the Tower. Their investigation begins to unravel the true nature of the ruling class's power and the horrific practices sustaining their decadent lifestyle. Meanwhile, Aukon's sinister intentions for Adric become clearer; he plans to initiate the young alien into their ranks, explicitly stating the need to increase their numbers as commanded by the 'Great One,' a mysterious entity that demands sustenance. This revelation directly links Adric's fate to the rulers' dark agenda. Concurrently, a group of desperate rebels, led by Kalmar and Tarak, emerge from the wastelands. They debate a risky assault on the Tower to rescue the Doctor and Romana, whom they view as their only hope. Despite Kalmar's caution, Tarak resolves to infiltrate the Tower alone, aiming to gather intelligence and rescue the Doctor, believing his knowledge is crucial for their cause. Back in the State Room, Zargo's fury over the Doctor and Romana's escape leads him to explicitly threaten Habris with being 'fed to the Great One,' unequivocally confirming the gruesome fate awaiting those who displease the rulers. Camilla, however, recognizes the Doctor's true weapon: knowledge. The Doctor and Romana, navigating the ship's labyrinthine interior, discover an Arrow-class scout ship and hear a faint, rhythmic thumping, intensifying the Doctor's 'horrible' suspicion. Their descent into the ship's 'disused fuel tanks' culminates in a shocking discovery: not only are the tanks lined with mummified, drained bodies, but the liquid they contain is not rocket fuel, but blood. This horrifying revelation serves as the act's dramatic midpoint, fully exposing the ruling class's vampiric practices and the true, monstrous nature of the 'Great One,' setting the stage for an inevitable confrontation. The act ends with this chilling discovery, leaving the protagonists in grave danger and armed with a terrible truth.
