Act 1

The Doctor arrives on Gallifrey, immediately arrested and injured, facing accusations of treason from the High Council. Councillor Hedin offers a lone voice of reason, questioning the Council's aggressive approach. Maxil, the Commander of the Guard, confiscates the TARDIS's space-time element, effectively stranding the Doctor and Nyssa. The Castellan acknowledges the critical nature of the Matrix invasion but dismisses the Doctor's resistance. Meanwhile, on Earth, Tegan Jovanka arrives in Amsterdam, meeting Robin Stuart, who reveals her cousin Colin Frazer's mysterious disappearance, linking it to a crypt. Back on Gallifrey, the Doctor and Nyssa are brought before the High Council. The Doctor immediately challenges the Council, suggesting the creature's ability to bond with him implies a traitor within Gallifrey who removed his biodata extract from the Matrix. Lord President Borusa arrives, taking control of the session. He dismisses the Doctor's traitor theory, emphasizing the immediate threat of the anti-matter creature and the lack of time for investigation. Borusa declares the Doctor's termination as the only course of action, a decision Nyssa vehemently protests, highlighting the Doctor's innocence and the Council's failure to address the true threat. The Doctor is then taken away, asserting that his execution will not erase the presence of a traitor. This act establishes the Doctor's perilous situation, introduces the central mystery of the traitor, and sets the ticking clock of his impending execution, while also laying the groundwork for the parallel Earth-based investigation.

Act 2

Following the Doctor's condemnation, Nyssa makes a desperate plea to the High Council, reiterating the impossibility of the creature's actions without inside information from Gallifrey, but her arguments are dismissed as the Council prepares the warrant for termination. During his escort, Damon, a friend of the Doctor's, covertly passes him a printout. Councillor Hedin, the sole dissenter in the Doctor's judgment, expresses concern to the Castellan about the traitor theory, which the Castellan dismisses. Damon later confirms to Nyssa that the printout contains the Doctor's bioscan extract, solidifying their belief in a Time Lord traitor. They resolve to speak with the Doctor, despite his confinement. Meanwhile, the traitorous Time Lord reports the Doctor's impending termination to Omega, who confirms his preparations are complete, revealing Colin Frazer under Omega's control. The Doctor, seeking privacy to examine the printout, tricks Maxil into allowing him into Nyssa's room. Nyssa and Damon, aided by Hedin's influence on the Castellan, gain access to the Doctor. The Doctor quickly deduces Maxil planted a listening device and leads his companions into Nyssa's room for a private conversation. There, the Doctor confirms the bioscan proof, the existence of a traitor, and the imminent danger to the space-time Matrix. He tasks Damon with acquiring a new space-time element for the TARDIS and investigating Matrix data for power equipment movements. The Doctor then feigns acceptance of his fate to Maxil, ending their meeting. Concurrently, Tegan and Stuart arrive at Frankendael House, preparing to enter the crypt in their search for Colin. This act builds suspense around the Doctor's fate, solidifies the traitor's existence, and sets in motion the plan for the Doctor's escape and the investigation into the Matrix's destabilization.

Act 3

The Castellan confirms the warrant for the Doctor's termination has been issued, ordering Maxil to summon him to the Place of Execution. The traitorous Time Lord informs Omega that the Council has gathered, and Omega, controlling Colin Frazer, prepares for the final phase of his plan. As the Cloister Bell tolls, Damon realizes the Doctor's execution is imminent. Nyssa, against Damon's frantic protests, retrieves a hand weapon from a rack, instructing Damon to finish assembling the new space-time element for the TARDIS and prepare for a swift departure. Maxil leads the Doctor's procession to the execution site, with Nyssa following stealthily. At the Place of Execution, Borusa reads the formal decree, acknowledging Hedin as the sole dissenter. Outside, Nyssa swiftly neutralizes the guards. Inside, as Maxil prepares to carry out the judgment, Nyssa bursts in, weapon aimed at Borusa, demanding the Doctor's release. The Doctor, however, refuses to allow bloodshed to save his life and, to Nyssa's confusion and the Council's surprise, instructs her to surrender the weapon. He then hands the weapon to a guard, requesting Nyssa's freedom in return for her "misguided loyalty," which Borusa grants. The Doctor steps between the curved railings, accepting his fate, as an orange tube descends. Simultaneously, in Omega's TARDIS, Omega commands Colin Frazer to activate the booster terminal, signaling the culmination of his scheme. This act delivers the dramatic climax of the Doctor's execution, Nyssa's heroic but thwarted intervention, and the Doctor's surprising decision, leaving the audience on a cliffhanger as Omega's plan unfolds.
