Vengeance on Varos Part 1
The Doctor and Peri materialize on Varos, a prison planet where the population is entertained by the torture and execution of prisoners, and must help a rebel named Jondar escape execution while navigating the planet's corrupt system.
The Doctor and Peri arrive on Varos, a planet where the inhabitants are fed entertainment in the form of torture and executions of prisoners. They soon discover that the planet is ruled by a corrupt Governor and a powerful corporation called Galatron Mining. A rebel named Jondar is scheduled to be executed, and the Doctor and Peri decide to help him escape. Along the way, they uncover the dark secrets of Varos, including the use of a Punishment Dome where prisoners are subjected to various forms of torture and execution. The Doctor and Peri also encounter a group of rebels fighting against the corrupt system, and they join forces to help Jondar escape. However, their actions are monitored by the corporation and the Governor, who will stop at nothing to maintain their power and control over the planet. As the story unfolds, the Doctor and Peri face numerous challenges and dangers, but ultimately, they manage to help Jondar escape and expose the corruption on Varos.

The planet's Governor faces constant public scrutiny through "punch-in" votes, his authority challenged by the powerful Galatron Mining Corporation, represented by the reptilian Sil. Sil pressures the Governor to lower Zeiton-7 ore prices, threatening to withdraw contracts and exploit Varos further. Meanwhile, the Doctor and Peri, stranded due to a malfunctioning TARDIS, discover they need Zeiton-7, a rare ore found only on Varos, to repair their ship. They use the last of their emergency power to materialize on the planet. Unbeknownst to them, the Governor, desperate to appease the public after a failed vote, agrees to execute the rebel Jondar via a novel "laser obliteration" to boost ratings. The Doctor and Peri materialize directly into the Punishment Dome just as Jondar's execution is imminent. Observing the grotesque spectacle and the guard Maldak's confusion, the Doctor intervenes, disarming Maldak and enabling Jondar's escape. This direct interference immediately makes the Doctor and Peri targets of the Varosian authorities and Sil, who sees them as a threat to his corporate takeover. The act concludes with Sil seizing the opportunity created by the chaos to manipulate the weakened Governor, revealing his true intention to colonize Varos and control its resources.

The group attempts to return to the TARDIS, only to discover it has been captured by the authorities and taken to the Control Area, where guards attempt to breach its defenses. The chase continues, broadcast live to the Varosian population, who revel in the spectacle. The Chief Officer and Bax, observing the high "punch-in appreciation figures," plan to exploit the capture and execution of the "intruders from another world" for maximum entertainment and profit. The fugitives are eventually separated; Peri is captured by Maldak, while Jondar and Areta are sent to a "termination cell." The Doctor, isolated, is lured into a "no-options kill centre," a hallucinatory environment designed to break his will and lead to his death. The Governor, having survived another vote, uses the Doctor's predicament to secure public support for crushing the rebellion.
