In a dystopian city, the Doctor and his companions navigate a complex web of oppression and rebellion against the tyrannical Helen A and her Happiness Patrol, who use elaborate methods to control and eliminate dissent.
The story begins with Ace, a rebellious and determined individual, encountering the Happiness Patrol, a ruthless organization tasked with eliminating 'killjoys' or people who express dissent. The Doctor and Earl, who are masquerading as prisoners, escape from the Kandyman's kitchen, where they learn about the sinister methods used by Helen A to control the population. Meanwhile, Ace is thrown into the Waiting Zone, where she meets Susan, another prisoner. As they try to escape, they discover that Helen A uses a Fondant Surprise, a lethal confectionery-based execution method. The Doctor and Earl team up with a group of alien creatures, known as the underworld dwellers, who have been oppressed by human settlers. Together, they thwart Helen A's plans and foil the Happiness Patrol's attempts to eliminate the killjoys. The story culminates with the Doctor and his companions successfully escaping and exposing the brutal regime of Helen A.
