Act 1

The episode opens with the President of Earth navigating the pressures of her office, dealing with routine administrative requests before being confronted by General Williams. Williams, a hawkish military leader, vehemently pushes for immediate military action against the Draconians, whom he blames for the kidnapping of two 'traitors' and escalating anti-Draconian riots. The President, wary of initiating a full-scale war, initially resists but eventually concedes to breaking off diplomatic relations. She also permits the use of a mind probe to extract information from the Doctor, who is suspected of being a Draconian agent. During the interrogation, the Doctor steadfastly maintains his innocence, claiming the attacks were orchestrated by Ogrons, not Draconians, and that he arrived via his TARDIS. The mind probe, unable to break his 'conditioning' or extract the desired 'truth,' overloads and explodes. Following this, the Doctor and Jo, still imprisoned, discuss their dire situation, realizing their only hope lies in another 'kidnapping' by the Ogrons, which might lead them back to the TARDIS. The President then confronts the Doctor directly, offering him leniency if he confesses and works for Earth. When he refuses, she sentences him to the Lunar Penal Colony, separating him from Jo, whom she hopes to sway without his influence. This pivotal decision marks the end of the initial diplomatic and interrogation phase, shifting the Doctor's immediate challenge to survival and escape from a high-security prison.

Act 2

The Doctor arrives at the Lunar Penal Colony, a stark and desolate prison where political dissidents are sent for life. He quickly befriends Patel, a fellow prisoner and member of the Peace Party, and Professor Dale, an elderly, respected figure who confirms the prison's grim reality: no one ever escapes. The Doctor, ever the investigator, begins to subtly probe Dale about escape possibilities and shares his theory of a third party orchestrating the Earth-Draconian conflict. Meanwhile, back on Earth, the Master, disguised as a Commissioner from Sirius 4, arrives to claim custody of the Doctor and Jo, presenting fabricated criminal charges against them. Despite General Williams' fervent objections, the President, prioritizing inter-colony relations and potential wartime alliances, grants the Master's request. The Master then confronts Jo in her cell, dropping his disguise and revealing his true identity and his elaborate scheme: he orchestrated the Ogron attacks to incite war between Earth and Draconia. He tempts Jo with the promise of reuniting her with the Doctor and escaping their current predicament. Faced with indefinite imprisonment, Jo reluctantly agrees to accompany the Master, unknowingly stepping deeper into his manipulative plot. Concurrently, the Doctor's persistent efforts to convince Professor Dale about the wider conspiracy begin to bear fruit, laying the groundwork for a potential escape plan from the lunar prison. This act deepens the conspiracy, separates the protagonists, and sets up their individual paths towards confronting the Master.

Act 3

With the Doctor having successfully convinced Professor Dale of the wider conspiracy, the focus shifts to their immediate escape from the Lunar Penal Colony. Dale reveals that a sympathetic trusty, Cross, has been secretly aiding the Peace Party. In a clandestine exchange during a routine search, Cross provides Dale with critical intelligence: a VIP spaceship is landing in ten minutes, and he has secured two spacesuits for them. In return, Dale promises Cross a free pardon once the Peace Party gains power on Earth. The Doctor, initially skeptical of Cross's motives, quickly accepts the opportunity, recognizing it as their only viable path to expose the Master's machinations. They hastily make their way to an airlock, where they don the spacesuits. Dale explains their plan to traverse the moon's cratered surface, bypassing the heavily guarded main spaceport entrance, to reach and commandeer the VIP's arriving vessel. As they prepare to step out onto the desolate lunar landscape, the Doctor reiterates his concern about Cross's seemingly simple motivation, hinting at a deeper complexity to the situation. The act concludes with the Doctor and Dale initiating their perilous escape across the moon, leaving the confines of the penal colony behind, driven by the urgent need to return to Earth and thwart the impending war. Their journey into the unknown lunar expanse signifies a renewed pursuit of truth and justice, setting the stage for future confrontations.
