Captain Zanak, a ruthless, cybernetically enhanced leader, exploits his planet for rare minerals from his Bridge. He dismisses his nervous subordinate, Fibuli, then broadcasts a "new golden age of prosperity" to Zanak City. Citizens celebrate the broadcast, but Pralix, a young man, recoils. From their dark lair, the telepathic Mentiads observe Pralix, declaring the "time of evil" has returned and they "must prepare." The Doctor and Romana, with K9, attempt to materialize the TARDIS on Calufrax. The Doctor's oversight and an unexpected external "jamming" field cause a chaotic materialization. Romana, following the TARDIS manual, successfully lands them, revealing they are on an unknown, vibrant planet, not Calufrax. Initial attempts to gather information are met with evasion until Romana's charm elicits details about the Captain's "golden age" and a warning about the Mentiads. They observe valuable minerals, including rare oolian, scattered freely, hinting at the planet's unusual nature. Pralix suffers a mysterious ailment linked to the Captain's broadcasts, attended by his anxious sister Mula and fatalistic grandfather Balaton. Kimus, their friend, openly defies the Captain's regime, contrasting Balaton's passive acceptance. He reveals Captain's guards killed Mula's father to "save him from the Mentiads." The Mentiads detect the Doctor and Romana, intensifying their resolve. They declare Pralix "must be harvested" and vow "Vengeance for the crimes of Zanak." The Doctor investigates Pralix's distress. A guard arrests Romana for observing the Captain's bridge and asking "forbidden questions," prompting K9 to seek the Doctor. Alerted to the Mentiads' advance to "harvest" Pralix, the Captain orders his guards to intercept and destroy the telepath. The guards fail against the Mentiads' psychic defenses. The Captain then spots K9 on his viewscreen. He orders his forces to search the house where the Doctor examines Pralix, directly drawing them into the escalating conflict.
