The Doctor and his robotic companion K9 observe a group of amphibians adapting to a new environment on a mysterious planet. Meanwhile, a group of Outlers, led by Varsh, Tylos, and Adric, seek to take control of the TARDIS, while the Deciders, led by Nefred, Garif, and Login, govern their community from the Starliner. As the Doctor explores the planet, he encounters the Outlers and the Deciders, and becomes embroiled in their conflicts. The Outlers, seeking to escape the planet, discover the TARDIS and attempt to use it to leave. However, the TARDIS is swaying and unstable, and the Outlers soon find themselves in a cave filled with marshmen. The Doctor, trying to help a marsh creature, is confronted by the Deciders, who are suspicious of his presence. As tensions rise, the Outlers and the Doctor must navigate the complex web of alliances and rivalries between the Deciders, the Outlers, and the marshmen.
