Act 1

The TARDIS materializes unexpectedly inside a vast, technologically advanced spaceship, far from Tegan's intended destination of Heathrow. The Doctor, after an initial solo exploration, discovers sophisticated equipment and realizes they are under surveillance by a 'monopticon' – a mobile, black, observing sphere. He returns to the TARDIS, gathers his companions (Tegan, Adric, Nyssa), and explains their predicament: they are on an unmanned vessel, but clearly observed. Despite the Doctor's instructions for Nyssa and Adric to remain, the Doctor and Tegan venture further into the ship. The Doctor attempts to communicate with the monopticon, requesting an audience with its leader. A door then opens, guiding them toward the ship's command center, setting the stage for their first direct encounter with the ship's inhabitants. This act establishes the immediate mystery of their location and the nature of their unseen observers, propelling the Doctor and Tegan into the core of the ship's power structure.

Act 2

The Doctor and Tegan enter the Throne Room, meeting the ship's rulers: Monarch, Enlightenment, and Persuasion, who are revealed to be aliens from Urbanka with a history of visiting Earth spanning 2500 years. Monarch attempts, unsuccessfully, to access the TARDIS, demonstrating the ship's advanced, yet limited, capabilities against Gallifreyan technology. Meanwhile, Nyssa, left behind with Adric, is briefly separated from him when a mysterious humanoid appears, only to be reunited with the group in a refreshment room. There, they encounter a diverse assembly of humans from different Earth historical periods: Bigon (Athenian), Kurkutji (Australian Aborigine), Princess Villagra (Mayan), and Lin Futu (Chinese). Kurkutji's explanation of 'going walkabout to the time of the dreaming,' translated by Tegan as 'heaven,' hints at a deeper, potentially sinister purpose behind their presence on the ship. The Doctor questions the Earthlings, suspecting they are hostages, while Monarch, observing the interaction, issues a directive to 'Tell them nothing,' solidifying the antagonists' intent to conceal their true agenda.
